C. Richard Hearn has worked in the investment and insurance industries for more than 40 years. Mr. Hearn began his career as a registered representative in 1976. He became an independent financial professional and established Hearn Financial Services in Boston in 1978, where he developed a practice that focused on the unique financial needs of athletes and entertainers. He subsequently moved to Southern California in 1991 and established Newport Beach-based STARCARE Associates, INC. Mr. Hearn represents clients in more than half the United States.

Mr. Hearn provides investment counseling and insurance services [CA Insurance License #0780022] to a broad spectrum of clients, especially individuals with special needs and personal injury awards and their families. This requires a high level of emphasis on negotiating the challenges of the special needs world and dealing with the intricacies of legal, medical, and government entities.

Women investors comprise the majority of STARCARE clients. The firm’s focus is on developing them not just as investors, but empowering them in all aspects of their lives. Mr. Hearn holds qualifications as a Registered Securities Principal and Registered Representative with LPL Financial (member FINRA/SIPC), the nation’s leading independent securities firm1. Through LPL Financial he offers access the broadest range of investment and insurance strategies to address clients’ complex financial challenges. In recognition of his extraordinary efforts, Mr. Hearn was named one of the Ten Most Outstanding Brokers in America in 2002 by Registered Rep Magazine2

A Distinguished Military Graduate (DMG), Mr. Hearn was Commander for the Far East edition of Stars & Stripes, and one of the youngest officers on the Army General Staff at the Pentagon where he was assigned to the Assistant Chief of Staff for Intelligence. After completing military service, he worked for H. Ross Perot, where he helped develop and implement computer systems for financial services companies. He also served as Chairman, Mayor’s Office of Cultural Affairs in Boston. Mr. Hearn completed a Bachelor of Arts degree in psychology from Mercer University, in Macon, GA, and attended graduate school at George Washington University. Mr. Hearn established the STARCARE Foundation to fund various charitable causes primarily benefiting women, the disabled and financial literacy.
